If your taps bang when you turn them off, or your hot water system keeps failing early, there's a specific piece of Victorian regulation that might explain why. The maximum water pressure allowed inside a Victorian home is fixed by law. When a property exceeds it, installing a pressure limiting valve isn't optional — it's a compliance requirement. Here's the actual rule, what it means for your home, and how to tell if you're affected.

Under AS/NZS 3500.1:2021, clause 3.3.4, and the Victorian Plumbing Regulations 2018, the maximum static water pressure at any outlet in a building must not exceed 500 kPa. The only exception is a fire service outlet. This applies to both cold and heated water, and it covers all new and altered plumbing work. It also sets out a specific professional obligation: if a pressure test shows a reading above 500 kPa, the licensed plumber must tell the homeowner and recommend a pressure limiting or reducing valve.
This rule exists because pressure above 500 kPa causes real, measurable damage over time. It's a common cause of water hammer — the banging noise pipes make when a tap or valve closes suddenly. It also shortens the working life of taps, fittings, and hot water systems. Most hot water system warranties assume the unit is receiving pressure within the standard range, so unregulated high pressure can void that warranty outright.
Melbourne's mains pressure isn't uniform across the city. Properties at the bottom of a hill, or close to a pumping station, often run well above the 500 kPa limit. Most homeowners never find out, because nothing about high pressure is obvious from a tap that simply "works fine."

A pressure limiting valve sits near the water meter, at the point where the mains supply enters the property. It reduces incoming pressure to a fixed, safe level before it reaches any tap, toilet, or fitting in the house. It's a mechanical device — no power supply or control panel required — and once correctly installed it needs very little ongoing attention beyond an occasional check during other plumbing work.
This matters directly for hot water system health. A hot water system running on unregulated high pressure carries more strain on its tank, fittings, and internal components than one protected by a correctly set PLV. It's one of the more common, and most preventable, causes of a system failing earlier than it should.
Mandatory in some situations, not universally — and the trigger is easier to hit than most people expect. It's not just full renovations: even something as small as replacing a tap, installing a new toilet, or plumbing in a fridge counts as plumbing work. If a pressure test during that work shows a reading above 500 kPa, your plumber must install a pressure limiting or reducing valve as part of the job. This isn't optional, and it isn't something a plumber can reasonably skip. If your home is older, hasn't been renovated, and no plumbing work of any kind is planned, there's no legal requirement to retrofit a PLV on its own. That said, if your pressure genuinely is high, the ongoing cost of water hammer, premature fitting failure, and voided warranties makes installing one worth doing regardless.
A professionally supplied and installed pressure limiting valve typically costs 300–600 in Victoria, including the valve itself. The valve alone usually runs 70–150, with the rest covering labour and any pipework needed near the meter. Be cautious of quotes well above this range without a clear reason, such as difficult access or extra pipework.
Where a licensed plumber identifies pressure above 500 kPa during compliance-required work, and a valve isn't installed, that work simply isn't compliant with the Plumbing Regulations 2018. That's a genuine problem down the track, not just a technicality. Non-compliant work can affect an insurance claim if a burst pipe or appliance failure later results from unregulated pressure. It can also complicate things at sale or building inspection if the non-compliance surfaces later. It's worth confirming directly with whichever plumber or gas fitter is doing the work — a properly licensed tradesperson should test pressure as a matter of course, not as an extra you have to request.
